1. All required documents must be valid.

2. The work certificate must include the last three years from the application date, and the applicant must not have worked previously at the Ministry of Justice or any administrative unit related to real estate and urban planning in other ministries.

3. The responsible manager must be a Qatari national with full legal capacity.

4. Must not have been subject to a final judgment or decision canceling the license.
