3. The premises must be in a suitable structural condition for the center's activities.

4. The premises must have rooms and spaces appropriate for the type of educational services authorized, as determined by the relevant department.

5. The premises must meet safety, security, and health requirements as determined by the relevant authorities.

6. The premises must have separate electricity and water meters with independent numbers.

7. The premises must have adequate parking spaces.
