1. The external organization hosting the event or awarding the prize must be a non-profit government entity.

2. External awards and competitions must be recognized internationally, regionally, or by a prestigious academic institution (if the award is international).

3. The entity must not apply for awards or competitions with external organizations that have similar categories to the Qatar Government Excellence Program unless the entity has previously won such awards within the program.

4. Entities and individuals who have won first place in institutional awards under the Qatar Government Excellence Program are allowed to participate in the same category at the regional or international level.

5. The components or titles of the award or international competition must not conflict with Qatari international awards.

6. Coordination does not include internal awards for employees, administrative units, and work teams within government entities.

7. Coordination includes organizing or announcing international awards and competitions at the level of the government entity's branches, affiliated entities, or entities organizationally under its head, or supported by the state budget.
