Issuance of a License for a Private Educational Institution

This service aims to allow beneficiary to issue a license for a private educational institution (kindergarten, primary school, preparatory school, or secondary school) in a proposed building.

1. At the time of application:

- Copy of the Qatari ID of the applicant (individual or partner if the applicant is a company).

- A “To Whom It May Concern” certificate stating that the applicant is not employed by the Ministry of Education and Higher Education or its affiliated entities.

- Educational plan in Arabic and English according to the template provided in the guideline.

- Organizational plan in Arabic.

- Feasibility study in Arabic accredited by financial firm, including proposed tuition fees and proposed standards.

- Organizational structure.

- Registration policy.

- Timeline for the opening of the institution.

2. During the process:

- Approval from the Ministry of Commerce and Industry for the proposed building.

- Building inspection report from an accredited consulting firm.

- Certificate of Good Conduct.

- Traffic license.

- Civil defense certificate.

- Commercial registration.

- Trade license.

- Approved document from the Security Systems Department at the Ministry of Interior regarding the use of cameras and surveillance devices.

- Rental contract for at least the duration of the Civil Defense license.

- Valid bank guarantee.

- Approved educational plan.

- Payment receipt for service fees.

1.The natural person applying must not be less than 21 Gregorian years old.

2.The Qatari ID card must be valid.

3.The applicant must possess full civil capacity.

4.The applicant must be of good conduct and reputation.

5.The applicant, the managers of the legal entity, or the general partners must not be employees of the Ministry of Education and Higher Education or its affiliated entities or authorities, nor have any direct interest with the Ministry during the validity of the license.

6.The applicant, or any of the managers of the legal entity or the general partners, must not have been convicted by a final judgment of a crime involving dishonor or breach of trust, even if rehabilitated. Applicants may include the following categories:

-A company locally registered in Qatar.

-An international company not currently registered in Qatar (a global private company intending to open an educational institution in Qatar through a general agent to complete the procedures for establishing the educational institution).

7.The timeline for opening the educational institution must coincide with the start of the academic year.

8.The application must be submitted within the period allowed and announced annually by the Ministry in official newspapers.
