Waiver of a nursery license

This service aims to service allows private nurseries to transfer their operating license to a new investor (buyer).

At the time of application:

1. Copy of the Qatari ID of the transferee (buyer).

During the process:

1. Good conduct certificate for the new investor (buyer).

2. Preliminary transfer document (“Sale of a Commercial Establishment/Company/Institution” agreement) between the transferor (seller) and transferee (buyer), certified by the Ministry of Justice.

3. Document for “Amendment of the Articles of Incorporation,” certified by the Ministry of Justice.

4. Commercial registration for the nursery after completing the transfer.

5. Certified lease agreement for the nursery building if the lease was previously under the license holder’s name (seller) instead of the nursery’s name.

6. Kahramaa (electricity and water) bill updated with the new license holder’s details (buyer).

7. Traffic license for the nursery building updated with the new license holder’s details (buyer).

8. Civil defense certificate for the nursery building updated with the new license holder’s details (buyer).

9. Approval document for the installation of surveillance cameras updated with the new license holder’s details (buyer).

10. Trade license for the nursery building updated with the new license holder’s details (buyer).

11. Establishment registration card for the nursery.

12. License for the first aid unit at the nursery updated with the new license holder’s details (buyer).

13. Ministerial decision No. (6) of 2005 (Work Organization Regulation) and decision No. (7) of 2005 (Penalties Regulation), certified by the Labor Relations Department at the Ministry of Labor.

14. Original bank guarantee letter worth 100,000 QAR addressed to the Ministry of Education and Higher Education.

15. Commitment to comply with instructions issued by the Nursery Licensing Department at the Ministry of Education and Higher Education.

16. Updated nursery regulations.

1.The age of the transferee (buyer) must not be less than 21 Gregorian years.

2.The Qatari ID card of the transferee (buyer) must be valid.

3.The transferee (buyer) must be of good conduct and reputation.

4.The transferee (buyer) must not have been previously convicted by a final judgment for a crime involving dishonor or breach of trust, even if they have been rehabilitated.

5.The bank guarantee letter must be in Arabic, in the commercial name of the nursery, and its validity must not be less than one year from the date of issuance.

6.Engagement in the field of care and education must be among the activities authorized for the legal entity applying for a license to establish a nursery.

7.The commitment to adhere to the instructions issued by the Nurseries Department of the Ministry of Education and Higher Education must be printed on papers bearing the nursery's logo, signed by the new investor or one of the new authorized signatories, and the nursery manager, and stamped with the nursery's seal.

9.The transferee (buyer), the licensee, and the partners must not be employees of any sector of the Ministry of Education and Higher Education.

10.The transfer of the license must be submitted at least six months before the nursery license expires.
