Civil Service and Government Development Bureau Harnesses ChatGPT to Develop "Sharek" Platform

The Civil Service and Government Development Bureau in Qatar announced its intention to take advantage of the advanced capabilities of the automated chatbot "ChatGPT" in developing and enhancing the "Sharek" platform to improve customer experience and upgrade the level of government services. The Memorandum of Understanding with Microsoft Corporation ensures the availability of its most advanced AI models through the Microsoft Azure OpenAI Service.

The ceremony was held on the sidelines of the activities of the first Artificial Intelligence Summit in Qatar, which was organized under the auspices and in the presence of His Excellency Mr. Mohammed bin Ali Al-Mannai, Minister of Communications and Information Technology. His Excellency Mr. Abdulaziz bin Nasser bin Mubarak Al Khalifa, President of the Civil Service and Government Development Bureau, witnessed the signing of the agreement between Ms. Lana Khalaf, General Manager of Microsoft Qatar, and Mr. Haitham Al-Khatib, Vice President of Sprinklr in the Middle East and Africa, in the presence of Mr. Hassan Abdul Rahman Al-Ibrahim, Director of Government Development Affairs at the Civil Service and Government Development Bureau.

The memorandum of understanding defines the scope of cooperation to establish a central data platform that facilitates access to information, understanding customer orders, and enabling high-speed electronic response. In order to meet local compliance and data storage privacy requirements, the Sharek platform will soon be hosted in Microsoft's cloud data centers in Qatar.

In this context, Mr. Hassan Al-Ibrahim, Director of Government Development Affairs at the Civil Service Bureau, said: "By harnessing the capabilities of artificial intelligence, we seek to enhance the experience of customers on the Sharek platform by providing effective services and accurate information to customers and employees of government institutions."

He added, "Artificial intelligence will contribute to a qualitative revolution in communication with customers, services provided, and decision-making processes, and we are committed to ensuring the provision of distinguished civil services and promoting innovative government development."

In her turn, Lana Khalaf, General Manager of Microsoft Corporation in Qatar, said, "Artificial intelligence has become the most advanced technology of our time, and Microsoft's recent innovations in this field through the Microsoft Azure cloud contribute to increasing the productivity of individuals and organizations, and to solving the most pressing problems in our societies." Since the availability of Azure OpenAI services in Qatar, we have witnessed an increasing demand for this service from companies in various sectors." Khalaf added, "This cooperation with the Civil Service and Government Development Bureau and Sprinklr Company supports the Bureau's efforts to provide an innovative customer experience supported by ChatGBT to achieve new standards of excellence in government services."

For his part, Mr. Pavitar Singh, Head of Information Technology at Sprinklr, said: "We at Sprinklr are proud to support the development of the Sharek platform and fulfill the commitment of the Civil Service and Government Development Bureau to enhance its services using the latest technologies that we provide." He explained that Sprinkler is a recording system for external data and unstructured conversation for many of the world's largest brands and government organizations. He added, "We have trained more than 2,000 AI models over more than five years to achieve an unparalleled level of accuracy. This joint effort, powered by AI, will help enable citizens to access and interact with government services in an efficient, fast, and economically beneficial manner while maintaining the highest standards of governance, compliance, and data privacy."

The Sharek platform, hosted by the Microsoft Cloud Data Centers region in Qatar, is the first of its kind. It provides a unified experience for citizens that facilitates access to services and information, improves government operations, and increases efficiency. Participation stimulates customers and enhances their experience. The Sharek platform enables collaborators to easily communicate with government agencies, provide feedback on services, and stay informed through an AI-enhanced information center, all on one platform.

The Sharek platform is a bridge and an open communication channel between the beneficiaries of government services in Qatar and government agencies, as it collects people's comments and observations from all social media and media platforms and translates them into reports and recommendations that help decision-makers improve the quality of their services.
