The Communications Regulatory Authority (CRA), representing the State of Qatar, actively participates in the Global Symposium for Regulators 2023 (GSR-23). Organized by the International Telecommunication Union (ITU) in collaboration with the Government of Egypt, the symposium is being held in Sharm El-Sheikh from June 5 to 8, 2023, under the theme of "Regulation for a Sustainable Digital Future."
GSR-23 comprises interactive panels that tackle current and emerging policy and regulatory issues. Topics discussed include innovative regulatory approaches for digital transformation, ensuring reliable and resilient digital infrastructure, online safety for children and youth, digital accessibility, sustainable practices in digital transformation, and exploring opportunities in the metaverse. The symposium also features the Executive Heads of the Regulators' Roundtable, the Regional Regulatory Associations Meeting (RA), and the Industry Advisory Group on Development Issues and Private Sector Chief Regulatory Officers' (IAGDI-CRO) meeting.
This event provides a valuable platform for regulators and policymakers worldwide to discuss, exchange perspectives, and share insights with their peers and stakeholders. The GSR facilitates cooperation and the exploration of current best practices in the field.
As part of the preparations for the event, the CRA has contributed to the draft GSR-23 Best Practice Guidelines Consultation. The CRA's submission focuses on "Regulatory and economic incentives for an inclusive, sustainable digital future." The CRA showcases Qatar's expertise in two specific areas addressed in the consultation through its participation.
The first area involves defining regulatory and economic incentives to promote the deployment of sustainable digital infrastructure, particularly in rural and isolated areas.
The second area focuses on identifying the necessary incentives to facilitate the introduction of emerging ICT technologies and business models. Furthermore, the CRA highlights Qatar's regulatory frameworks and strategies in this field.
During the symposium, the CRA also participated in an event for the Network of Women (NoW) in the ITU Telecommunication Development Sector (ITU-D). The event fostered discussions among ministries and regulators on various topics related to the network and its activities. As a member of the Network Steering Committee in the Arab region, the CRA represented the State of Qatar alongside other members.
The CRA's active involvement in the Global Symposium for Regulators 2023 demonstrates Qatar's commitment to shaping the regulatory landscape for a sustainable digital future and fostering collaboration with international stakeholders.
